Principally I agree with you. On the other hand it shouldn't be very time consuming to upload 3-4 maps.
The problem is that tousands of players are waiting for newly quenched maps to play them. If you need a few minutes to upload them, why not doing it immediately?

the reason for that was becasue of legal issues, no but the slow running of lack.
