Officer M had some investigation results, but was puzzled by them. He didn't know if busdrivers had been messing with him or what so he was unsure if he was getting true results. His confusion confused the town and they decided that he had to go. Sure there was the off chance that he really was a cop, but they figured that he should've known more about his results instead of wavering on them.
