2nd off. For ratings abuse you need 5 examples for it to be considered abuse. If you still feel wronged i suggest Foeing the player and moving on.
Edit: The video is in the sticky'd post(I suggest looking at it and watching the video) Its the first thread in this forum. In general it makes it easier for both the mods/players to form opinions, and make the right judgements.
The accused are suspected of:
Other: Rating abuse
1 star ratings, deadbeat tag- no turns even missed.
3 games played against this player, the cited game being the only one with a missed turn, and the only one billy won. 1 star ratings, deadbeat tag.
4 games with this player, of which billy won one. 1 star ratings. Tags: Rude, Coward, Irrational. No rudeness in any of the chats.
6 games to look at, 4-2 against billy. All 1v1. 1 star ratings. Tags: Paranoid, Bully, Irrational, Reckless
That's 5 examples covering 15 games.

Ratings Abuse is not just to point out each individual act of spite. We don't have enough mods for that. But, if the player in question systematically rates badly/unfairly/whatever you want to call it, then it is an issue of Ratings Abuse. That's why we have a set number.
