DP_Danno focussed all his efforts in attacking me and when unsuccessful in my elimination, he declared in public chat the location and number of my troops to assist another player in my elimination.

Not against the rules I'm afraid - revealing in fog is a tactic, also sometimes used for misdirecting. Annoying but not illegal. Add him to your foe list.
Also, declaring in chat means it's not secret

Not against the rules. However, people will be less likely to do this stuff to you if you don't behave like an asshole.

Just make it a point to not allow a fog revealer to win. It's not against the rules but it's bush league.

I blame the people that are stupid enough to counter in a similar manner, instead of getting outraged and thereby proving what "the revealer" says is true.
