XML bugs: OMA Omaha and KYC Kansas City SOU can attack CHI Chicago EMP, but shouldn't.

OMA Omaha should be able to attack CHI Chicago CAL, but can't.

I think I found 1 more mistake:

in the XML is says that WAS Washington SIL borders CIN Cincinnati CAR. I think is shouldn't border.

It's "SacrAmento", not "Sacremento". I noticed that in the attack menu.
