Reckon you should go with the English can attack english borders - and welsh current territory - and vice versa approach. I've erred away from this, in an attempt to avoid trying to explain it in rhyme, and to avoid ugly attack lines
In your rhyme you say... "Exert your power over a whole shire and 1 army you shall acquire" -> and then go-on to mention "unto your hand" for "continent bonuses"...
I'm pretty sure you meant this to mean a +1 "continent" bonus for holding both english & welsh bits? - But Acqure *could* be perceived as meaning auto deploy. (which can't be done of course!) Your understanding is correct... As for the *possible* misinterpretation, I can see where you're coming from... but can't I take some poetic license?
