Continental is misleading as a name. But what you need to do is set up the bonuses like classic map. Hold certain number of regions for a bonus. No more, no less. This can be played with, look at nattys Eurasia map and see how he has some regions belonging to two different bonuses (Hungary, Central India). And not all regions need to belong to a bonus, World 2.1 has this (Chad). But both of these maps have super bonuses as well. That means if you hold a collection of bonuses, you get one that is bigger.
Bonuses can be together or separated with continental.

So yes, you can do this. As long as the map clearly states what regions belong to what bonus, you are good to go.
An example for you would be this -
Hold 5 blue wizards for a bonus of +4.
Wizards 1,2,3,4 are together, but wizard 5 is lost in the woods and surrounded by the red wizards. So W5 region does not touch any of the other blue wizards.
