At the beginning of every turn you will collect a certain amount of troops . The number of troops you get is determined by this formula:
(regions ÷ 3, minimum of 3)
which means if you hold 17 Regions, you would get 5 troops, while someone with only 11 regions will only get 3 troops (besides bonuses or Spoils cashes)

Your style of writing and guide-making is much different than Stahr's from what I've seen, and I'm wondering if that will create a problem in the future. If the maps are so similar, I'm wondering if the guides and key points in the guides should be similar as well.
