37 troops for 112 regions + 11 troops for North America + 9 troops for South America + 11 troops for Europe + 15 troops for Africa + 18 troops for Asia + 9 troops for Oceania = 110 troops total

A little research shows that holding all but 2 regions on Hive will give you 196 troops - and taking those 2 regions only gives you 1 extra troop.
But, in fact, even THAT isn't the maximum. Holding all but 1 (non-bonus) troop on AoR1 will give you a whopping 290 troops - and you only get 1 troop for taking that region.
AoR2 is even better - I looked at one game on that map, and by the time it was over, the winner was set to receive 413 troops + 17 more in autodeploys - and there were still 40 troops with neutral armies on them!
