The name of the song is not included in the pic. The pic refers to a famous phrase given in the song. The band I'm looking for can be found very cryptical in the bottom part of the pic. The phrase was the inspiration for a movie title. It's a song of the early 90's.

Soundgarden - Outshined

Appears to be the answer, only found it with all those additional hints.

The Eye = looking, CA = California
The Hand = feeling, MN = Minnesota
The Ear = Sound, NJ = NJ, The Garden State > so SoundGarden
