If I make aircraft 2 a +2 bonus and at the bottom where I have space, put in something like all aircraft can shot down other aircraft.
The arrows will go back in. Just trying to find one that suits the map.
I know you cannot be safe from planes
but you have to avoid a potential stalemate
maybe just by saying you can go "down" the scale would be ok
that way one can still come back to the fighter to counter-attack and bombard the last planes
but keep the scale as it is it make sense
if you want to sweep out the ground forces only by planes
you need to spend a lot of resources in it
making you weak on to counter-attack

I meant it for the map
as your zones are not contrasted enough to ensure a good playability
and you have to put a neutral counter on the submarines
as the are reset neutral
