This is quite an involved XML file, so I will try to be as organized as possible with what I've found:

J2 needs to be lowered a little bit

The army numbers in Car 1, Car 2, Car 3, and Car 7 (and potentially Car 8 ) all very slightly overlap each other.
On the track, J2, A1, A2, I2, E3 all bleed out of the circle.
B2, E1 need to be centered a little bit better.Continents
In the continent Track Segment A - 3 Locations, you have it overriding Track Segment C - 2 Locations. Also, for all of the Track Segment __ - 2 Locations...shouldn't all of these override Track Segment __ - 1 Location within their same segment? None of them currently do. I'm pretty sure it won't affect the One Track Location in Each Segment Bonus.
For the Car Fuel Gauge's, Engines, and Tires, you can remove the <required> tag for each of them. With only one territory as the component, they aren't required. Same with the All Gauges bonus.
You're missing Car 1 Gauges bonus and you have Car 4 Gauges bonus listed twice.Territories
For all of the "Crew" territories, you have a <neutral>3</neutral> tags for all of them. These need to be removed because these are the start positions. Was this overlooked, or were you trying to accomplish something else?
Crew 3 does not assault Car 3 Engine.
Winner's Circle is missing a bombardment to Car 6 Engine
