What if someone attacks, but does not conquer the color they are not permitted to be attacking? you may not know that that has occurred... Is that allowed?

In please, but to clarify the following...

"If a game becomes where no player can attack, or the game will become like that. send me a PM.
Attack someone that your not allowed to and you will not win."

What if it is your turn, and you cannot attack a player, but say... the next 2 people could? Would we send a PM to you then, or only when No player can attack. Would not seem fair if we ended up getting boxed in by the player we cannot attack before 2 peeps are eliminated. Essentially, we would have to "miss" turns or simply deploy and end the turn, unless given special privileges.
