For alliances, out of the game, they do not have to be announced, though it would be quite obvious after a couple of voting patterns.
For games, all normal CC rules apply, no secret alliances, they have to be announced.

Actually, if Player A is not nominated and wins the veto and removes Player B from the block (who is nominated) Player A CAN be put on the block to replace Player B. That goes for both the show and presumably the game. That's why it is so rare for someone to "save" someone else unless there is a prearranged agreement to "backdoor" someone. They would be putting them self in a very threatening position.
