Poor kid doesn't know how to use a toilet, paper, shower and a washing machine. Some one needs to teach her these things. At least she's only in grade 2.
At any rate, I am not sure school would be a friendly place for her, so maybe an alternative plan is warranted.
This might be accurate because the school sounds bad. If some people qualified to be operating a school were involved they could be "friendly" and teach her how to wipe up after the toilet, bath and change her clothes to some they clean for her. I suspect there may be some poverty involved, either contributing or possibly causing Mom to fail at parenting.
It's Tennessee so there may not be many options. It's a place where the fire departments let your house burn down because you didn't pay your "Fire Department bill."
