Sign Up restrictions

So if you have a tournament that has, let's say 40 open slots for players.
Those players are picked by captains or something for a team like school yard baseball game.

Is it possible for a TO to allow "x" sign ups in a tournament, where "x" is actually more than 40?
As long as everyone has equal OPPORTUNTIY to play in the tournament? Or does everyone who signs up actually must be used throughout the whole thing?

So, are you asking if say 50 people sign up for the tournament and then the captains choose only 40 of them, leaving the last 10 out of tournament (and presumably there as reserves)? If that's what you're asking, I would say yes, that's fine. If the people know that they are signing up for a system like that and that they may not get picked, I have no issues with it.
