Does changing names count as changing gameplay?

I ask because of little facts like Cuiabá the territory isn't actually where Cuiabá the city is (it's located where the territ of Aripuaña is in this map). Can we change the names?

Nope. Like if you look at my Germany revamp, you can see that the names and border shapes were seriously moved around, but all the actual territory connections remain the same.

I think she's asking if she can do that. Rename things and move borders around, to make it more realistic, but keep all the connections the same in the end.

That should definitely be fine. One may want to talk with Marv (the original creator) first, though, as he's from Brazil and could be of help.
