They were created to balance gameplay. They don't represent anything in real life. Marv did not want rivers, mountains, or anything natural there - he wanted un-natural boundaries - hence the thick glowing lines.
Of all the peculiarities which Marv insisted upon, the borders actually make a lot of sense to me... or at least i can most easily circumvent my taste to accommodate them
They may not be the prettiest but they are there for the right reasons; not compromising reality by pretending to be a contrived geographical feature.
What they are are glowing thick lines acting as false boundaries, imposed to balance gameplay... as such they retain a certain integrity.
