I have some questions-

Are the doubles 4-man or 8? the singles 1v1 or 8-player? or is that up to the captains to decide as 'settings'? since there are 6 players on a team but only 4 max in a game, does the captain have to play all 6 players a minimum of number of games or can it just be the same 4 players in all the games?

I'll play, and I'd like to be a captain as well.

Also, I agree with lurkerleader when he asked about the length of the tourney.

If I'm understanding right, you're planning to run the tournament for 82 weeks right? That sounds like it would be pretty hard to maintain for any of the teams. Maybe instead run 2 matches between each team in the same division (14 weeks, home and away for every team) and 1 match between each team from opposing divisions (8 weeks, half home, half away). That still provides a lot of games to determine the best teams that should move on to the playoffs in my opinion. Again, it's your tournament, but I'm just trying to give some helpful suggestions.
