There's a little handbook at the top of the tourney forum, I read through it before I made a tourney, it was very helpful.

Reading the announcements above the various tournament forums will help too.

If you have specific question you can contact a Tournament Director

You can also ask one of the many experienced Tournament Organizers for help, they are usually more than willing to assist and/or give advice.
