The Republic of Conquer Club is a small, economically powerful nation, notable for its absence of drug laws. Its hard-nosed, hard-working, cynical population of 32 million enjoy great individual freedoms in everything except elections, which, where they exist at all, are populist shams for a dictatorship government that has no intention of ever giving up power.

The medium-sized government juggles the competing demands of Social Equality, Education, and Law & Order. Citizens pay a flat income tax of 18%. A robust private sector is led by the Retail, Basket Weaving, and Trout Farming industries.

A dictator has seized power and outlawed elections, the government is slowly introducing social welfare programs, same-sex marriages are increasingly common, and all recreational drugs are legal. Crime is a serious problem, and the police force struggles against a lack of funding and a high mortality rate.

Crime is clearly the result of deviationist money grubbers. So the proper course of action is to enlist criminals into revolutionary cadres and use their unique skills to destroy the money grubing oppressors. Seeing as that isn't an option I feel the best choice is #2.

The people can't work on heavy industry while naked! If at all possible i would have nudity banned, as it leads to dalliances which drain the energy of the worker to the detriment of our common future. In order to ensure a rational birthrate reproductive organs should be nationalized and pregnancies dolled out like the draft.

Furthermore, nudity is not nationalistic! They must done the appropriate state-approved clothing in order to express their love of their nation.
