It would seem to me 3 seconds is unbeatable, lest they make a map where each person starts the game with a single territory, and someone is able to get to that territory on their very first attack. My 15 seconds isn't even in the ballpark of the CC record, but its still a personal best I think.

The game does NOT start when it is initialized. It starts when the person with the first go clicks begin turn period. By your logic, if I plan to play a game of risk with someone next week, then the game begins as soon as I decide to do it, and not when I actually sit down to play it. I suppose you would tell me my 15 second game was closer to 8 hrs even though I was at work that whole time. The fact is I went first, clicked turn deployed and eliminated my target in 15 seconds. The fact it took me nearly 8hrs to hit begin turn is irrelevant.

the fact is you could have been looking at the map for 7 hours before deciding the best strategy to take, then clicking Begin Turn. finishing the game 15 seconds after that.
games start when they are initialised. not when you have finished strategising.
