Yes you need to hold the gang leader to get the bonus you hold none of them. They are El Burro (back right corner of call block A), General Kong (back left corner of cell block B), Don Vichi (Back Right C), Kaiser (Back Left D) and Big Smoke (top center general population).

I cant even get to my own wall - when I click on wall it takes me to the new profile page and if I click on forum profile it just refreshes the page. The new profile page is all I get when I click on someone elses profile with no access to their wall.

If someone misses the initial placement his troops are automatically distributed evenly and he loses the chance to place them manually.
