Yes, a simple outline would do just fine.
The legend needs a lot more contrast.
The bridges only look good on the mainland, a nice medieval feel. The ones connecting to the islands just look odd. Try a simple connecting line instead.

This map theme could be better if it included the other players of the era; Natives, as well as neighbouring French and spanish colonies.

Alternate attack routes between harbours (as noted before), Cumberland Gap and the hunting grounds beyond (natives?).

Maybe swap Suki and Pat or Terry, so Sam and Suki aren't next to each other, minor thing.

Consider slightly moving Big Oil's name so it isn't so near the border. Also the same goes for Newsweek, S. Floor, West and East Security. I assume you made 'East/West Security' not abbreviations so people ...

I like the overall feel, but a few areas are odd. Take a look at the black railing. Is it supposed to look 'wavy' in certain parts? Also, it seems some of the shadows that the black railings cast don't quite look as nice as shadows in different areas.

Also, symmetry in names like Dan, Pat, Marv ...

I like this map. I still feel though that the white of the central area is a bit on the bright side. Prehaps tone it down a bit towards grey?

The Legend need way more contrast.
