The rating this user left for me is clearly retaliatory. He stated the following in the public game chat:
2008-10-18 09:44:35 - Nephilim: you know scorpio i only joined this game so i could give you a rating like the one you gave me
Nephilim's behavior is clearly not conducive to the spirit of this game. I would definitely like to see the rating system reformed to prevent such abuse. In the meantime, lets make this game more enjoyable by deleting ratings such at the one left to me by Nephilim for this game.

Its perfectly within the rules and tbh, your rating to him seems ridiculous. You joined his game and then left him a one star rating because you lost. That hardly seems right...especially considering that you gave him the tags uncooperative and poor strategy when he was playing against you and won

Anything about ratings is within the rules. I could rate everyone all 1s in every single game I play and the most that would happen is having me receive a "warning"

What Neph did is no more improper than giving people 1s because they beat you...and there seem to be a number of those in ratings you've left.
For example, you gave Loes a 1 for attitude. The only thing she said in the one game you've played was:
2008-06-26 17:47:56 - loes: have fun
Truly, I can see how her attitude towards you is clearly demonstrated. You've abused feedback. It's being done back to you and now you cry foul. At any rate, there's no such thing as feedback moderation now. It's a shame because your ratings on Nephilim should be removed.

If you do not want the person to rate you, put them on your Foe List so that they cannot join your games (if they are already in your game, you are out of luck).
