yes, they cannot start any new games, in effect they gamingdays is over. (after the games thay are still in though)
They can come back, only by buying a subscribtion. Cheat again and you are kicked out, permanent.
You have to realize even the hunters may make mistakes. an subscribtion goes a long way to prove someone is actualy a person, and a different person at that
