Coded - Freestyle abuse [Cleared]

Although I am aware this isn't a specific violation of a rule other than the obvious unwritten "Don't be an Ass", I felt it was a good idea to at least highlight this as, if not a violation to a rule, but a potential and very damaging exploit that can for some maps be very effective - not to mention piss people off!
Simple run down of what he is doing: Playing a freestyle game on City Mogul (always appears to be on this map for him in any case, i'll see if i can run down some more examples later), allowing the player to take his or her turn first, then deliberately waiting until the final hour of the timer, taking his turn and letting the timer run out.
This allows the next round to start and for him to directly take another turn, which in a map like C. M. can be very damaging considering the bonuses aqquired per territory.
Now, while I'm not THAT fussed whether he is or not continuing to do the same in the final game reference I put there -that's my one- if this is a potential rule violation then I feel that he is continuing to do the same here - as I am writing this apparantly he is online, and has been on for some time, so unless he is playing an ungodly amount of games, part of me feels he is trying the same tactic here.
I hope it was right to light this up, but appologies if it was not.
