Port nolloth number would look better on the right side of "port"
Same but reverse with mtunzini...
Basically, it would - IMO - look better to have the numbers on the white area, not on the coloured edge, where possible.

I agree with Port Nolloth, but wouldn't it make the numbers a bit close to Mtunzini? Some have an extra space for colorblind

These should be moved onto the white...
Heilbron
Port Nolleth
Great Bushman Land
Put Mtunzini with its first number on the color and second on the white. Enough to give room for three. If necessary I'll move the word out to sea a little more.
For the big map... move Heilbron, Mtunzini and Port Nolleth onto the white. Mtunzini shoudl fit well enough in the space provided.

The way I see it, all three digits of 3-digit numbers should be clearly visible and readable, but the first 2 digits should be of higher priority - they are the ones that get used in majority of games... so if you need to decide between two positions, where one looks better with 2 digits and one looks better with 3 digits, if both are still readable with 3 digits, the one that looks better with 2 digits should be chosen.
In addition to what Helix said, I would also suggest these:
both maps:
caledon, a bit up and to the right
great bushman land, put the number next to "great"
potchefstroom, a bit to the right
For piquetberg, the number might look better underneath the label.
For Kannaland, I suggest to the right of the label.
small map:
fraserburg up 1-2 pixels
port elisabeth a bit up and to the left

Just two minor things:
- Mtunzini on the small version is partially covered by 888, an easy fix moving the label a bit to right
- I would suggest to redraw the border between Pretoria and Amsterdam, just on the small map, to clarify things. To be precise where the border make a sort of S and you have a mountain between the territory label and the fort.
Everything else looks good.
