or maybe the Cup should be run on a tighter schedule so that it only takes a year, 32 clans = 5 Rounds @ 70 days for a round, and 20 days to get it up and running.

There have been format proposal which pretty much solves this problem, which gives to top teams byes in early rounds, so then every next CCup can very much overlap with previous CCup, you can check how the proposed format looked here (format 3a, 3b on the bottom of the post):

Keefie have started his sending secret pms campaign to persuade lower clans to vote against that format proposal, and we have today format which was covered with format proposals 1&2. In terms of tournament duration, format 1 which we use now is not different than format 2 which was random draw, both of them would have the same duration, so only format 3 was proposing different duration. You can check what Keefie did in this post:
viewtopic.php?f=443&t=188694&p=4125305#p4125273Because of his secret vote manipulation with sending secret pms behind the scene, while other players were instead of that writing their proposals in public threads where everyone can discuss them and give counter-opinions, we have today what we have, CCup editions which last longer than 1 years.
Format 3, if it was chosen, or if at least it was given fair voting treatment (not disturbed by his secret games behind scenes) would serve to clan world with two major advantages:
1) One edition of CCup would be several months shorter, because new edition would be possible to start earlier, because clans who progressed longer in past edition would get early byes to round of 16. As a result, clans who were eliminated early would get next chance much faster.
2) Lower clans would achieve more wins in CCup because the proposed format would ensure that two lower clans would play in round 1, and mid clans would join in round 2.
In comparing with this format where lower clans are more or less wiped out by huge margin in early round and then need to wait for more than 1 year until the next edition (some of them even stop to exist in that time period) it is pretty obvious which format is better for all clans, but in particular for lower clans. It is pity there were not enough ears to listen and that egos were too high when it was chance to do something really beneficial for CCup.
