That would be a usergroup, social groups can be similarly created.

So there are 'uergroups' - offical non competitive groups and 'clans' - official competitive groups. There is nothing to stop you creating a unofficial group of either type, but you wouldnt get a private forum if you did that. I think that's perhaps what you meant.

I realize that there are requirements that must me fulfilled in order to have an official clan, but the guidelines fail to mention anything about unofficial clans. Can I start a topic to recruit members in order to reach that initial 9 members?

I think unofficial clans usually fall under the heading of Social Usergroups?

Yep, Social Groups are non-competitive clans.
