what does "gameplay objective" mean [europe 1914 map]

in the map Europe 1914 it is says "gameplay objective - to capture 4 cities"
what does it mean?
the moment we (it is a doubles game) control the 4 cities we immediately win the game?
do we need to hold them for 1 turn or this text is actually non relevant?
by the way, if holding the 4 cities does win the game - does one player need to hold the 4 cites or may both of us hold the 4 cities together in order to win?
