the time limit to start your turn is one day, 24 hrs.
why is it change to one hour once you have started your turn?
i find it mighty annoying to have started my turn and not being able to finnish it, because something came up, find out later, within the initial 24 hrs that my turn has passed because i didn't finnish my turn within the hour.

can the time limit to complete a turn be reset to the time limit one has to start his turn, or can someone give me the reason why it is impossible to let a turn in progress take longer than one hour?

I think it was set to 1 hour to avoid games being stalled longer then needed, either because a player forgot to end his turn, or because a player on purpose wants to annoy his opponent by having him wait longer.
1 hour is always enough to complete your turn, even in an Escalating game on a big map (longest turn I have ever played was about 45 minutes in which I wiped out the board in a World 2.1 game).
So just make sure you have the time to finish a turn when you start it.
You can also first decide your moves before starting your turn, so then when something comes up you still have the full 24 hours to do that turn.
