De-randomize the spoils?

I'm playing a nukes game, and it's an interesting twist. In this particular game, I've discovered that a few territories seem to get nuked pretty often, while others never appear. I'm sure you've all experienced a time where you play a spoil, and then get the same spoil over again. I imagine this is because a spoil is chosen randomly from a pool of all the possible spoils, and conquerclub doesn't remove spoils from the pool after they're played. I'd wager that the same spoil is never in play at the same time, but once it's spent, it seems to go back into the pool.

I propose that the spoils behave more like a deck of cards (novel, eh?), where a player cannot draw the same spoil twice until all the spoils have been "dealt" out. It will certainly more evenly distribute spoils (and nuclear winter), and it may, perhaps, provide a clever player the insight to know what areas are safer than others, or to tease an opponent with, "It's round 15 and I haven't seen anyone play China yet!"

It has been comfirmed that the cards are indeed random, rather than a deck of cards, my question is: if I hold a card for a country can some one else hold that same card similtaneously, this makes a huge difference to play. I busy playing a game at the moment and one player has 79 troupes on a certain country, all the other playes are praying to get that card so wew can nuke it, since he has not been nuked in over twenty rounds, I am beging to suspect that as long as you hold the country spoil card you are safe, can some one please comfirm?

Yes 2 players can hold the same card. Imagine 8 player doodle where everyone has 3-5 cards.

Holding a spoil where your troops are won't make them safe.

This is actually a decent Idea... It would give a little more strategy to those nukes games

You'd loose that bet. There was a dutch guy who held 3 cards, all three from the same country..

is it also possible on "big enough" maps that two persons have the same spoil? e.g. in an 8 player game with a >40 territ map there should be no need to double spoils.

With the spoils random that can happen. yet another reason to de-randomize it somewhat.
