Are you allowed to give someone advice in a game your not in?

Generally the answer is yes if it is a SOC game and no if it is a tournament game.

But advice via PM or private email etc is allowed in tournament games... just be respectful and discreet. There's no way the staff could know if you had Bliz on the phone whilst playing.
