How long does it take for a game to appear in the Game Finder or in the list of Joinable Games after it has been created? So far it's been three hours, and it's still not showing up.

Sorry, let me clarify:
A friend of mine set up a game, and I can't join because it's not showing up in the searches.

well, you have 4 games ongoing, you cannot play more then 4 games at the same time as a freemium

Your own games are not visible in any of the "Join a Game" tabs (and that's because you can't join them), but you can find them using the Game Finder.
The game may actually have started already or, as Masli pointed out, your game may not even have been created in the first place due to your non-Premium account only being able to manage four games at a time.

As a New Recruit, you aren't able to see all games available. Once you complete a certain number of games, you ought to be able to join the games your buddy created.

You should ask Bungalow the specifics of these restrictions

New recruits can't play assassin or team games, games with 6 or more players, or games on certain maps (including beta maps).

When you have finished 5 games you cease to be a new recruit and can play whatever games you wish.
