Rules Question [Outdated]

I have a rules question.

In one of my games, I conducted truce negotiations with another player outside of game chat. Upon completion of negotiations, the truce was announced in chat. However, no notification that negotiations were underway was given. Another player in the game has complained that this is against the rules and that: (1) all negotiations should take place only in public chat and (2) he, at the least, should have been notified that negotiations were underway.

He also had accused us of secretly colluding earlier, but seems to have backed off of that accusation when I pointed out that we had agreed not to attack across certain borders in Chat.

So, my question is, did I cheat? If I did, I will endeavor to cede the game to my opponent. If not, I will go after him with both guns blazing.

While it's not technically against the rules to form the alliance outside of the game, as long as it's announced prior to happening in the chat, it is considered rude by players, since 1.) not everyone likes alliances and 2.) if the negotiations take place outside of the game, it may be construed as a secret alliance because it is secret until it's announced (and some people don't bother to announce) and 3.) other players aren't given a chance to make counter-offers.

So....Is it Cheating?

I would say it is..because talks happened outside and then announced. If they had announced that they were talking ...then the answer would be no.

No it's not cheating. (i) Read the rules (i.e. rule no. 1 and no. 2). (ii) Read wicked's post.

Above she stated:

So what you says here, well... it's not as authoritative as the text of the actual rules and Wicked's statement. Sorry mate.

Not cheating, but it can be perceived as such.
