The Railway Stations alone are not a bonus area. They are a part of the area they are located in.
If you are talking about Game 4957542 and you holding Non Pladuk Railway Station: You need Tamuang & Kanchanaburi too to have the entire bonus area.
The BOB script is a great help, when playing new & complex maps. It gives you a list of all bonus areas on the map, listing all terrs for each bonus area.
