What Constitutes ratings Abuse?

before I make a report I just wanted to no the criteria for ratings abuse?

this should be posted in gd under questions. here. And there is no clear definition as far as i know...its on a case by case basis.

Ratings abuse is when someone is either handing out all the same no matter the situation or has absolutely no justification for a large number of the ratings they have left. It is not an instance of one game and one rating.

I disagree slightly. I certainly agree that consistently handing out unjustified low ratings is abuse, however I can also see where a blatantly incorrect or untruthful rating for one game is also abuse (eg, accusing someone of deadbeating or being rude when that is very obviously untrue). I've made a couple of complaints here about such abuse, and have been very pleased to see the moderators agree with me and issue a warning to the perpetrator. Perhaps in such cases it's a matter of degree.
