How am I supposed to rate people?

Alot of questions here now, sorry, but i thought it would be easiest. My questions are 3)

1) Rating someone a low rating for things outside the game, chat, wall, pm, sitters etc. Is this not ok?

2)Rating someone extremly high without anything supporting a high rating in the game. Ie. all five to deadbeats who never joined a game. Is this ok?

3) Am I supposed the try and rate people and give them 5's or am I supposed to rate people and try and have an avarage of 3?

Some thoughts on numero 1) I do realize there are some problems to prove the reasons behind the rating but if this is overcome I only want to have your thoughts about it in generall.

Dude...seriously...give it a freaking rest already. This has gotten to the point of absolute trolling now. You seem like a nice guy, and fairly intelligent. But you're not going to accomplish anything with this but getting vacations from the site. I know that for me, I was initially very sympathetic to your cause...but I'm sick of hearing about it now.

I actually just tried to the most simple thing and ask a mod directly but i didnt get an answer so I thought i would ask here. This is nothing about previous matters. I only want to get an answer on how I should rate. I have removed my low ratings and now only give out 4-5's since this seems to be the way to do it.

I stated earlier that I would keep on rate people the way I did, based on things outside of the game itself. I havent done so since I was warned earlier and I do like this site and dont want to cause extra work for the mods. But I did asked one of the senior mods and I didnt get an answer although I have been waiting for a while now.

If i have to chose my question I can skip number 2 and 3 and only get an answer on number one since it keeps on happening. A person recently called me alot of things on the wall (not enough to be an abuse accordning to me) but enough for a bad rating, I didnt rate him though since this is not ok, or is it?

And I do apologize the problem it gave you reading this, not my intentions.

I seem to have missed the old discussion but anyway...

#1 is a simple No, even though the ratings instructions is a bit vague it's quite clear that ratings are meant to be based upon in-game experience. For # 2-3 I'd say that anything goes really, both from the unmoderated nature of the ratings and other responses to those having issues with ratings received or seen given, also the "3 as average" has never been the practice here and I guess it never will either.
