New Recruit and/or New Account

We all know that 'New Recruits' are players with less than 5 completed games and are designated by '?'
But what is considered a 'New Account' - is this for a period of time since joining, or for another number of games, or is it the same as a 'New Recruit'
This needs clarification in the rules or by a mod, since at present some rulings in C&A refer to joining games with 'New Recruits', and others in games with 'New Accounts'.
