Eliminating a player

Hi all-

Pretty new to this but I have run into something that has stumped me. In different situations when I have eliminated players, sometimes I am allowed to immediately play additional spoils from the defeated player and sometimes I am not. Is there any rhyme or reason to that or am I possibly making this up.

if you have 5 or more spoils after eliminating another player, you have to play a set. A set is guaranteed with 5 spoils.
(Btw, if you get 7 spoils, and have 2 sets, you can play 2 sets if you want).

(Edit: changed cards into spoils...)

As an addenum to what was already said, even though it's pretty obvious, if you have 4 or less cards after the elimination, then you are not given the option of turning in your spoils and you continue your turn as normal.
