deploying troops mid-turn?

twice now ive lost in a game where i conquered half the world, only to have another player come back and conquer the entire world in one turn. The players accomplish this, by turning in spoils, multiple times, throughout there turns. I go back in the log, and it looks like this:

player x deployed his 30 troops
player x attacked player Y
player x attacked player Y
player x attacked player Y
Player x turned in spoils
player x deployed 70 troops
player x attacked player Y
player x attacked player Y
player x turned in spoils
player x deployed 125 troops....
player x attacked player Y
player x attacked player Y

etc.....

I'm not saying its cheating, but i sure dont see a way for ME to turn in spoils in the middle of my turn like that. If there is a way, I'd sure like to know of it.

Without looking i can tell you it was an escalating spoils game and thats why. The prevailing strategy in that game type is to wait until you get a very large turn in for your cards, and then hit the players with few territories....this earns you more cards when you take them out, and as the rules state (shown above), you can turn in cards once you get enough....thats how it happened.
