Arms race missile

Just playing 1st game, and have trawled for answers but still confused - please help,

If I take the warhead, without president / launch code legend implies I don't get the +50.
In which case i'll need to be well loaded or 15 neutrals...
So can I take the pres / code earlier in that same turn to achieve this?
Otherwise I guess opponent spies will just annihilate pres every turn (and so will I) at this stage.

One thread (THOTA) seems to indicate you can still get the +50 just by taking the warhead without pres / launch...

without a president and a launch code, you do not get the 50 troop bonus

You must hold all the President/Premier, Launch Code, Missile Platform, Missile Stages 1-5, and the Warhead at the beginning of your turn to get the 50 troops.

thanks and I got the answers I wanted - but why doesn't the opponent (assuming opposite sides of the map) - sit on the spy annihilator so you never get the +50?

There's nothing preventing an other player from doing just that. You'll just have to do it to them as well.
