Are freemiums now allowed to join speed games??

Did I miss the part where freemiums can now join speed games or is it a glitch?
And no he didnt become freemy after joining. He joined as freemie.

some event's have free speed games or one time you could vote for cc and you get a free speed game he prob had one left
