Why are there 28 Neutrals to start in a 6-player game? I thought the formula was Total territories / number of players, and leftovers are neutral.

You can code which terts you want to start neutral in the XML, added on to the leftovers. Yeah, Romanum's a pretty over-neutral filled map.

Ask Qwert, but I think the plan is to achieve fairer gameplay and be less dependant on the drop and the sequence especially 1v1.
