Some mods, for some games, tend to choose scum intentionally (not randomly) based on who they think would be a good fit for the role. Since scum can lose easily if it's not done by players with a certain level of competence, I think it makes sense that it is assigned to competent players like Ragian more often than pure chance would suggest. So I tend to agree that, in the absence of any other information, it's not the worst decision one can make.

Wait, what? Are you saying it's more likely that I'm scum because I'm good at it? I'm not. I've won one game as scum (well, two, but Aage won that one). If that's not what you're saying, could you repeat your point for thick people like me?
