I wouldn't be so sure. I know more than most people about the event engine, but I am often surprised by what it does. No assumption is safe.
Quite a few games were started after the deadline. A lot of people (myself included) didn't realize that the event ended on the 7th. I had assumed, as had many people, that the event closed on the 10th when the rest of the CC10 events do. In fact, I was planning a big "final push" on the 10th to launch a huge new number of games in (what I assumed) would have been the last few hours. Many mods made games on the morning of the 8th, not knowing the event was over. It was on the morning of the 8th that Elric brought it to our attention that we were making new games in error, it was the afternoon of the 8th when BW took down the banner, and it was 21:27 when KA nuked the last waiting games.
