If indeed that is what she means by what she said, yes it is indeed contemptible, and worthy of severe consequences for her to make such a suggestion. But I don't think that was her point.
I think that in the statement "What did they expect?", the "they" to whom she is referring is the feminist lobby who pushed for the presence of women in the military and specifically in the front lines, and she is saying that, given human nature and specifically the nature of many males in the military, this was a likely consequence. The suggestion is that for the sake of their ideology, feminist leaders were at best naive, and at worst willing to sacrifice the safety of their own constituents.
If indeed she is in any way trying to absolve from culpability any soldiers who actually committed the assaults, or any officers who enabled them by looking the other way before, during or after the assaults, then that is not only wrong but contemptible. Nevertheless, I don't think that what she is saying is what you, or even the Huff Post are saying that she is. She ought to clarify, and apologize for speaking in such a way that could have been interpreted as such.
