For Wales, the help could not come soon enough. France and Germany this afternoon agreed to a third round of foreign aid for the UK to help feed and clothe people in its poverty-stricken state of Wales and allow them to continue using amenities many people in the developed world take for granted, such as plumbing and electricity.

Billions of pounds has been received over the last 10 years and qualifying for a third time has drawn criticism.

True. As anyone who has seen a Welsh household chocked full of 27 screaming kids knows, they don't suffer from relative poverty. If anything they could all do with a few dozen fewer relatives.
