a warehouse garage that leads directly to railroad tracks? is that for loading trains efficiently, or is it just a case of incredibly poor design?

Those warehouses are all at least 100 years old. They're sandwiched on a narrow strip of land between the river and the railway. Originally no doubt they were perfectly positioned so one side could offload boats and the other side trains. There really wasn't any spare room left to build roads there, so the roads are sort of woven through wherever there was some empty space, and they're hell to maneuovre.
